The revision of CPSM Administrative and Operational Manual is crucial to all PNP strategy partners and practitioners of Performance Governance System. Due to the magnitude of recent developments affecting man-made and natural environmental concerns, comes the necessity of gaining and sustaining competitive advantage relative to “Transformation”. 


          The task of the CPSM is vital in sustaining strategy focus in collaboration with the PNP leadership, the Technical Working Group, and the National Advisory Group for Police =Transformation and Development (NAGPTD). One of the critical tasks is communicating the strategy to internal and external stakeholders whose support is crucial to the effective implementation of the PNP P.A.T.R.O.L. Plan 2030. The CPSM becomes the “central operating system” that coordinates, monitor and evaluate all undertaking to ensure proper management and alignment of scorecards and dashboards with the strategic objectives, measures and initiatives of all PNP units and offices.


          It is my pleasure to acknowledge the collective efforts of the Officers, Men, NUPs, and Civilian personnel of CPSM for the development of this AOM Revised Edition Series of 2017.  Likewise, the valued contributions and commitment of the Technical Working Group, the Police Strategy Management Units, and members of the National Advisory Group for Transformation and Development, including all the Advisory Councils nationwide deserve to be recognized. Their sacrifices breed a culture of solidarity and governance among men and women of the PNP towards achieving a shared vision.


          I encourage everyone to put into heart the concepts, procedures, and practices contained in this manual as we continue to build a solid foundation for the success of the PNP P.A.T.R.O.L. Plan 2030.
