With the conduct of series of visioning workshops, meetings and strategic reviews, the CPSM Charter Statement was developed. It consists of the core values, philosophy, mission, vision and the strategy map/roadmap that serves as guide for all personnel in performing their respective duties and responsibilities that contribute to a higher standard of public governance. CPSM Charter Statement is shown in the Figure 2.7.

The CPSM Vision. The CPSM aspires for a transformed Philippine National Police through the PNP P.A.T.R.O.L. Plan 2030.

 

The CPSM Mission. The CPSM’s Mission is “to ensure the effective implementation of the PNP P.A.T.R.O.L. Plan 2030” The CPSM Vision and Mission are not only lofty and noble but also challenging and difficult to pursue that it necessitates the organization to be firmly grounded on its core values and competencies.

 

 The CPSM Philosophy. The CPSM Philosophy is anchored on ensuring and exemplifying Excellence, Teamwork, Solidarity, Innovation and Dynamism. This Philosophy guides the Office to adhere to a systemic and consultative approach and reliance to rational argument in addressing identified problems.

 

The CPSM Core Values. The CPSM core values that guide all personnel in their transactions are respect for diversity, integrity, professionalism and excellence. The core values and core competencies provide a solid anchor for the CPSM as it develops and strengthens itself as an enabling Unit/Office, responsible for overseeing the effective implementation of the PNP P.A.T.R.O.L. Plan 2030.

 

The CPSM Strategy Map. The Strategy Map effectively serves as a communication Tool. It is a one-page graphical representation that serves the function of getting us from point A to point B by outlining the pathways of our journey that ultimately lead to our chosen destination. Through the Strategy Map, we are able to define the pathways in the form of our objectives that will lead us to the execution of our strategy. This set of integrated, mutually-reinforcing objectives are balanced across four major perspectives, namely: community, process excellence, learning and growth, and resource management.
