The establishment of the Center for Police Strategy Management (CPSM) provided the Philippine National Police (PNP) a medium for ensuring the implementation of its transformation strategy through the PNP P.A.T.R.O.L. Plan 2030 “Peace and order Agenda for Transformation and upholding of theRule-of-Law.” The PNP continuously addresses challenges and adapts to the new operating environment based on integrated measurements of performance to achieve the “Institutionalization Status,” the fourth and final stage of the Performance Governance System (PGS) pathway.

 

The Revised Administrative and Operations Manual (AOM) describes the updated functions of all CPSM sub-units and personnel, defines the duties and responsibilities relative to all positions, harmonizing respective activities starting from the development and management of scorecards, to alignment of initiatives and budget with strategy, and facilitating strategy and operations reviews. This AOM also provides guidelines for all personnel in knowledge management, sharing of best practices, and integration of learning for value creation and successful strategy execution.

 

With this, allow me to congratulate and commend the people behind this manual­­–the men and women of the Center for Police Strategy Management–for their undying commitment for the transformation of the PNP through the PNP P.A.T.R.O.L. Plan 2030. I am confident that this Revised Edition Series of 2017 will be helpful as we continue to improve the way we do things in the Philippine National Police.
