PNP's Governance Pathway

The Philippine National Police was conferred with the PGS ‘Proficiency’ status on September 26, 2012 by the Institute for Solidarity in Asia (ISA) and the National Competitiveness Council (NCC). In addition to the conferment of the ‘Proficiency’ status, the PNP was awarded the ‘Silver Governance Trailblazer’ by the ISA and NCC. As the PNP continues its journey towards the fourth and final stage of ‘Institutionalization’, the following significant activities were undertaken by the National Advisory Group for Police Transformation and Development (NAGPTD), the Technical Working Group (TWG) and the Center for Police Strategy Management (CPSM).

Review of the 1st level scorecard June 27, 2011 POLICE   DIRECTOR GENERAL NICANOR  A BARTOLOME, who was  the former  The Chief of Directorial Staff led the review of the enterprise scorecard with the TWG.
Cascading Working Session August 10 and 11, 2011 ISA led the horizontal cascading to the Directorial Staff at the New Horizon Hotel.
Clean-Up of Outputs August 15 – September 2, 2011 Outputs developed at the hotel were presented and discussed by the TWG to their respective personnel to get their support and commitment on the strategic direction of their Office.
Communications Initiatives September  2011  The Letter of Instruction 35-2011 (Communications Plan “PNP PATROL Plan 2030:  Peace  and order Agenda for Transformation and upholding of the Rule-Of-Law”)   was developed,  which serves as an instrument to launch an intensive information campaign to all internal and external stakeholders of the PNP.  
Initiatives to link initiative and budget September 2011 
During the orientation, workshop was also conducted on the same date  to determine the funding requirements for the strategic initiatives; 
 
-  Ongoing harmonization of the PGS with the Organizational Performance Indicator Framework (OPIF), a performance management tool used in the preparation and evaluation of DBM requirements; and

ISA Audit and Revalida October 14, 2011  
PGS Compliance Conferral October 14, 2011 The PNP was conferred with the PGS ‘compliant’ status on October 14, 2011 after a successful Revalida Governance Performance Reporting by the Chief, PNP before a panel of local and international experts on governance
Cascading of PNP PATROL Plan 2030 to the different Police Regional Offices,  and Police Provincial Offices November 2011 -  March 2012 Police Regional Offices, Provincial Police Office, City Police Offices, Municipal Police Stations are initiated into the Performance Governance System (PGS) and were assisted in the development and drafting of their respective scorecards, and operational and tactical dashboards.
PGS Trainers’ Training November 10 – 11, 2011 ISA led the capacity building and skills enhancement  for the members of the Technical Working Group and the  Deputy Regional Directors for Administration of the Police Regional Offices who will lead and administer the cascading of the  PNP P.A.T.R.O.L. Plan 2030 to the Police Regional and Provincial Offices. 
Formal Activation of the Center for Police Strategy Management  (CPSM)  December 15, 2011 Deactivated Program Management Office (PMO) and activated PNP's version of OSM the CPSM
‘Best Practices’ Sharing Visit to the Philippine Navy  February 7, 2012 CPSM Personnel visited the Center for Naval Leadership and Excellence (CNLE)  that presented a briefing on the PN Strategic Sail Plan 2020 and the system for its implementation. There is a sharing of views, lessons-learned and best practices between the two offices and it was agreed that this will be done on a regular basis.
Visioning of the Center for Police Strategy Management (CPSM) Personnel February 14-16, 2012 Professor Pepe Navarro of University of Asia and The Pacific (UA&P) facilitated the development of Vision & Mission statement and the crafting of   the Charter Statement as well as the development of the scorecard of the CPSM, the Office that will manage and supervise the PNP P.A.T.R.O.L. Plan 2030.
PNP’s Awarding of the Governance Trailblazer Seal by the Institute for Solidarity in Asia (ISA) April 10, 2012 The PNP was awarded the ‘Governance Trailblazer Seal’ by the Institute for Solidarity in Asia (ISA) and National Competitiveness Council at the Board of Investment (BOI) Building in Makati City for gaining the highest score in the Performance Governance Reporting.
NAPOLCOM-PNP Executive Session July 19, 2012 An Executive Session was held at the PNP Training Service which was presided by NAPOLCOM Vice-Chairman and CEO Eduardo Escueta and attended by the C,PNP; D-Staff; NSU Directors; Commissioner Constancia De Guzman and key officers of NAPOLCOM. The guest speakers were ISA, Chairman Jesus P Estanislao and NAGPTD President, Mr. Rex C. Drilon II. The meeting was highlighted with the clarification of roles and formalizing commitment of PNP leadership, NAPOLCOM and NAGPTD to the PNP P.A.T.R.O.L. Plan 2030.

1st Cluster Meeting of the Intelligence, Operations, Investigation, Police Community Relations and Integrated Police Operations February 29, 2012
Findings for the committee cluster are, that DIDM, lacks of investigation training / e-blotter; DO discussed about insurgency police functions/JPSCC, LGUs support, LACAP, and Low NFCP targets;
DI shall redefine targets and measures;
DPCR lacks in training, social competence, Incident command system to identify accountability and lines of authority, the  LOI BAYANIHAN and BPATS were also mentioned; and DIPO’s creation and function, visioning exercise was brought up
1st Cluster Meeting of the Committee on Personnel Records Management and Human Resource and Doctrine Development February 21, 2012 The meeting was able to identify what the PNP recruitment Standards are; and the problem in the political Influence in the recruitment. It was suggested by the committee for the DPRM to get the top 20% in the eligibility examinations should be established and baseline should be collected from PROs and that proper implementation of evaluation report. The online information system was also mentioned.
2nd Cluster Meeting of the Committee on Personnel Records Management and Human Resource and Doctrine Development February 27, 2012 The Cluster talked about the PNP requirement and its quality of recruits; The Personnel Accounting and Information System (PAIS); Establishing Vitual Private Network (VPN) for DPRM and DHRDD; and acronyms shall be defined.
3rd Cluster Meeting of the Committee on Personnel Records Management and Human Resource and Doctrine Development March 2, 2012 Thorough discussion on the DPRM and DHRDD Scorecard. Coming up with suggestions of redefining the DHRDD Scorecards and with much easier to understand “wordings” or terminology. It was also suggested that duplicated training shall be identified and there shall be consistency in the use of number/value (% or #).
4th Cluster Meeting of the Committee on Personnel Records Management and Human Resource and Doctrine Development May 29, 2012 The group had a thorough critiquing of the DPRM Scorecard and discussed about Competency Training and Training Education and Information System (TEIS). The Interconnectivity of DPRM and DHRDD was also brought up.
